UN Secretary-General Antonio Guterres said on the 11th (US time) that "Afghanistan is facing a decisive moment of success or failure" and appealed to the international community to inject liquidity to prevent Afghanistan's economic collapse.
The Associated Press reported that Secretary-General Guterres held a press conference at the United Nations Headquarters in New York on the same day, saying, "Afghanistan's economy is deteriorating due to the international community's asset freeze and development aid suspension."
He said Afghanistan's informal sector accounts for 85% of its economy, and before the Taliban came to power, it relied on international aid for 75% of its government spending.
He further emphasized that funds can be injected into the Afghan economy without violating international law, either through UN agencies or through funds run by the United Nations Development Program (UNDP) or non-governmental organizations (NGOs) currently active in Afghanistan.
He expressed regret, saying, "The movement of the international community is too slow", saying that injecting distribution to prevent the collapse of the Afghan economy is a separate issue from the recognition of the Taliban regime, the lifting of sanctions and asset freezes, and the restoration of international aid.
Guterres also pressured the Taliban to fulfill its promises to guarantee women's rights, saying women have played a major role in the Taliban's economy and without them there is no way for Afghan economy and society to recover.
"I am particularly concerned that the promises the Taliban have made regarding women are not being kept," he said, referring to the Taliban's promises to protect the rights of former government employees, minorities, women and children when it took over.
